Finding attainable, high-quality housing has become one of the biggest challenges facing Decorah and Winneshiek County. As our community continues to grow, so does the need for housing options that are thoughtfully designed, affordable to build and maintain, and create strong neighborhoods. That’s exactly what this project aims to accomplish.
In 2025, Decorah Jobs purchased the former Sunflower Childcare property, a 3.5-acre infill site, with a vision of transforming the site into an innovative, dense-style housing development unlike anything currently available in the area. Rather than following a traditional subdivision layout with large lots and wide streets, this project embraces a cluster housing concept. Homes are thoughtfully grouped around shared green spaces, encouraging neighbors to connect while making efficient use of land and infrastructure. This style of development helps reduce construction costs, preserves open space, and creates walkable, community-focused neighborhoods.
The current concept plan includes approximately 30 energy-efficient homes arranged throughout the site. Each housing cluster is centered around communal green spaces, connected by pedestrian pathways and shared amenities. Parking is consolidated along the perimeter, allowing the heart of the neighborhood to remain focused on people instead of vehicles. Landscaping, native prairie stormwater features, and preserved mature trees further enhance the character of the development while supporting long-term environmental sustainability.
This project is about more than simply building homes; it’s about addressing one of Decorah’s most pressing economic development challenges. Local employers continue to report that housing availability is a barrier to recruiting and retaining workers. By introducing a new housing model, this development will provide additional homeownership opportunities while demonstrating how communities can thoughtfully increase housing density without sacrificing quality of life.
In December 2025, Winneshiek County Development & Tourism completed a comprehensive housing study that reinforced what local employers, residents, and community leaders had been experiencing for years—Decorah needs more housing options. The study identified a shortage of attainable homes for working families, young professionals, and retirees while highlighting the growing demand for thoughtfully designed neighborhoods that make efficient use of available land. The findings validated the need for innovative housing solutions and served as a catalyst for moving forward with the cluster housing development on the former Sunflower Daycare site.
The design also prioritizes sustainability and long-term livability. Shared community spaces, walkable connections, efficient infrastructure, and compact development all help reduce maintenance costs while fostering a stronger sense of neighborhood. The result is a community where residents can enjoy private homes alongside inviting outdoor gathering spaces.
While the concept plan will continue to evolve as engineering and design progress, the vision remains the same: to create a vibrant neighborhood that serves as a model for innovative housing in rural Iowa.
